The voting phase of participatory budgeting ended 5th of February. By the end of the voting phase we received a total of 2061 votes, which means that approximately 5% of the residents of Kirkkonummi voted.
The winning projects will be implemented in 2024 and 2025.

The Municipality of Kirkkonummi has decided to start an experiment in participatory budgeting. The purpose of participatory budgeting is to not only increase the empowerment and the involvement of the citizens, but to also develop the practice of participatory budgeting within the Municipality of Kirkkonummi based on the citizens’ experiences. The participatory budgeting is a form of direct democracy, in which the citizens can submit and vote ideas on, how the would like to develop well-being in Kirkkonummi.
Phases of participatory budgeting
Call for ideas from the 30th of October to the 20th of November 2023

All citizens, associations and communities can submit ideas in the call of ideas.
Starting from 30th of October 2023, you can submit your ideas via an online form or by filling in a paper form at the service desk and the libraries of the municipality.
The experts of the municipality will evaluate the ideas after the call of ideas. The citizens may vote for ideas that will proceed to the voting phase. If the appropriation is enough to implement several ideas, the ideas will be implemented in the order determined by the voting result.
What kind of ideas can I submit?
The suggestions can be, for instance, building or repairing physical objects from benches and beds of flowers to road bumps and pedestrian and bicycle ways, events, clubs, purchase of equipment for the citizens’ use or anything that the citizens find necessary, convenient or important.
The idea does not have to be related to any particular theme, and you do not have to select a theme on the idea form. Some themes are listed on the form to help you come up with ideas.
When you submit your idea, please note
- You can submit several ideas.
- Please describe your idea and the implementation of it as precisely as possible. Only ideas that match the criteria can proceed to continued consideration.
- If necessary, we will communicate with the person who came up with the idea if we need more information and the person who came up with the idea has given his/her permission to contact him/her.
- No reward will be paid for the ideas.
The experts of the municipality will evaluate the ideas after the call of ideas. The evaluation criteria pertain to
- legality and equality.
- the authority and the strategy of the municipality.
- the general good.
- the cost estimate and the schedule.
Evaluation of the ideas from the 21st of November 2023 to the 14th of January 2024

After the call for ideas has ended, a team of experts will evaluate the possibilities of implementing the ideas and the cost of ideas. The team will explain to the citizens if some of the ideas cannot be implemented. All the ideas that can be implemented are eligible.
Voting from the 15th of January to the 5th of February 2024

A poll will be held from the 15th of January to the 5th of February 2024. You can vote on the web and on a paper form at the libraries (Kirjastotalo Fyyri and Veikkolan kirjasto) and at the service desk of the municipality. In Masala, it is possible to vote on a paper form in K-Market Masala between the 17th of January and the 19th of January at 10-15. The electronic voting form will be added to this website when the voting begins.
Students can vote with a separate electronic form. Signing in with respective Wilma- credentials is required.
Voting instructions
- Each citizen of the municipality is eligible to vote once. On the voting form, it is possible to vote for 1-3 ideas.
- Voting on the web form requires strong electronic identification (Suomi.fi).
- Anyone voting on a paper form must prove their identity with a valid identity card.
Implementation of the ideas in 2024 and 2025

The winning projects will be implemented in 2024 and 2025. There can be as many ideas to be implemented as can be implemented within the limits of the appropriation in the order determined by the voting result.
Evaluation criteria for ideas in participatory budgeting
Legality
- The ideas must be non-discriminatory and in compliance with the Finnish law
Cost and timetable
- An appropriation of €100,000 that has been set in the budget has been allocated to participatory budgeting. No minimum costs have been set for individual ideas, the maximum cost may be as high as the appropriation.
- The implementation of the idea cannot require continuous high maintenance costs.
- The idea in participatory budgeting must be implementable in 2024 and 2025.
The strategy and the authority of the municipality
- The idea is in compliance with the strategy and the values of the municipality and it must not be contrary to the decisions and the existing plans.
- The implementation of the idea must be a task within the authority of the municipality.
- If the budget of the municipality already includes funding for the idea, it will not proceed to the poll.
- The appropriation cannot be used to implement ideas pertaining to health and social services or rescue services. Preventive work or ideas that promote well-being and health can be implemented.
For the general good and free of charge
- The idea to be implemented is for the general good and will strengthen the well-being of as many citizens of Kirkkonummi as possible.
- You cannot apply for funding for a particular organization or a business through participatory budgeting.
